Lee, Mayor Mohammed Nuru, Director Public Works Order No: 186487 The Director of Public Works held a Public Hearing on Monday, August 28, 2017 commencing at 5:30 PM at City Hall, Room 416, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA 94102. The hearing was to consider Order No. 186254 to consider the removal of one (1) significant tree with replacement on private property at 2411 Octavia St. Findings: The property owner submitted a tree removal permit application and after the tree was closely evaluated, the Bureau of Urban Forestry (BUF) staff approved the removal of one (1) Hollywood juniper tree (Juniperus chinenis) because root pruning for foundation work would destabilize the tree. The reasons for removal stated on the application was that plans have been created and approved for foundation work, replacement of the front steps and retaining walls that create a front planter. Work for repair of the stairs would require root pruning causing destabilization to the tree. At the hearing, Urban Forestry staff testified that the tree is healthy but construction work replacing the retaining wall would require root pruning, therefore, destabilizing the tree. At the hearing there were 2 members of the public to testify against the proposed removal. The property owner testified at the hearing to explain their reason for seeking the removal of the trees and cited their concerns about destabilizing the tree due to root pruning for the retaining wall. The owner included a copy of the report they received from an ISA Certified Arborist about the impacts of the work to the tree. Recommendation: After consideration of letters and testimonies presented at the hearing and multiple site visits, the recommendation is to uphold BUF’s recommendation and approve the removal of the tree with replacement with one 24” box size tree.
