Lee, Mayor Mohammed Nuru, Director Public Works Order No: 186317 The Director of Public Works held a Public Hearing on Monday, July 24, 2017 commencing at 5:30 PM at City Hall, Room 416, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA 94102. The hearing was to consider Order No. 186124 for the removal with replacement of one (1) street tree adjacent to the property at 55 Prosper Street Findings: Urban Forestry staff testified that the Ficus nitida 'microcarpa' tree adjacent to 55 Propser St. is healthy & relatively small stature for a ficus tree. The tree is causing mild sidewalk damage which can be repaired without removal of the tree. The tree is only in contact with communication lines, which is safe & allowed. The branching structure is poor and consists of 10+ competing branches with acute angles of attachment. Due to the narrow sidewalk & location of utilities, if removed a new tree would not be allowed. The owners of the property stated in their permit application and appeal that the tree is touching utility lines, causing sidewalk damage, and is infested with a thrip insect. The owner did not attend the hearing, and they later called and stated they were stuck in traffic. One member of the public and resident of Prosper St. spoke at the hearing against tree removal. Two written protests against tree removal were received, and one letter in favor of tree removal was received. Recommendation: After consideration of letters and testimonies presented at the hearing the decision is to uphold The Bureau of Urban Forestry's denial of tree removal. The owners are allowed to hire a certified Arborist to prune the tree, or they can wait for BUF to prune the tree, which could take up to 3 years. A BUF inspector can meet the owners on site to discuss how much canopy can be removed.
